The growing complexity of the digital ecosystem in combination with increasing global risks involves various ethical issues associated cybersecurity and resilience. This paper offers a conceptual resilience governance framework design aspects for resilient cyber-physical e-health e-wellbeing systems. Our safety security thinking has been based on supposition that inside defensive walls we are safe. focus our actions controlling own systems, improvement protection, staying protection. However, nobody can control complex large integrated but other hand, coordination cooperation is salient point. In e-wellbeing, this means shifting from securing health welfare data silo to using promote wellbeing worldwide connected world. On have an need complement existing risk management knowledge base by developing frameworks models where using, example, artificial intelligence systems enable network-wide flexibility strive maintain improve critical operations.
